Executive Yuan approves “Greater Silicon Valley” plan for Taoyuan, Hsinchu, and Miaoli; Magistrate Yang: TKEFP and HSP Phase III should be first approved

Today, the Executive Yuan approved the “Greater Silicon Valley” plan for Taoyuan, Hsinchu, and Miaoli. Construction is set to last from 2024 to 2027. It is expected that the plan will create NT$6 trillion in production value and create 140,000 jobs over the next 4 years. Hsinchu County Magistrate Yang Wen-ke is optimistic about the plan’s success, believing it to be good news for the people of Hsinchu County. He expressed hopes for understanding the specific details of the plan in more detail. However, he emphasized that the immediate priority is for the Executive Yuan to expedite approval of the Taiwan Knowledge Economy Flagship Park (TKEFP) and Hsinchu Science Park (HSP) Phase III.   

 

Magistrate Yang indicated that the central government has a desire to invest heavily in Hsinchu County. He is optimistic about the plan’s success, and he believes that it is good news for the people of Hsinchu County, but he still awaits detailed information regarding the plan. Currently, the immediate priority is for the Executive Yuan to approve the TKEFP and HSP Phase III as soon as possible. This is one of the “Five Arrows” policy proposals that Yang put forward when he first took office, and will be a lynchpin in Hsinchu County’s industrial development.

 

Considering infrastructure, the county government has noted that there is a need to construct a “Science Park Bridge” between the two parks. This would provide transport connections to important development zones such as the TKEFP, HSP, HSP Phase III, and the Zhudong region (Touchong, Erchong, and Sanchong), all located near the high-speed rail special zone. The bridge will directly serve transport between the two parks, Hsinchu City, and Zhubei City. It will also relieve traffic congestion on County Road 117 and the roads under the high-speed rail bridge, while helping enhance road network functionality between Zhubei and HSP.   

 

In response, Hsinchu County government has allocated NT$8 million of the budget for the fiscal year 2024 to conduct a feasibility assessment. Upon completion, the county government will propose to the Ministry of the Interior’s National Land Management Agency that funding be sought from the Construction Plan for the Road Traffic System in Living Areas (Urban Roads). There is also hope that the central government will  fully support the project.

 

Magistrate Yang stated that, based on the development of the technology industry in Hsinchu County, Hsinchu County is fully committed to supporting the new government’s “Greater Silicon Valley” plan for Taoyuan, Hsinchu, and Miaoli. Regarding industrial land supply, transportation, education, and infrastructure, substantial investments will be made to advance the realization of Hsinchu County’s vision as Taiwan’s Tech Capital.
