Hsinchu County collaborates with industry, government, academia and research to establish the Pandemic Prevention Technology Network – Using technology to improve pandemic prevention capability

With the global spread of the pandemic, the Hsinchu County Government is promoting the technology-based Pandemic Prevention Technology Network. The Network utilizes AI, AIOT, big data, 5G and technological analysis to plan multi-faceted technologies and construct a science and technology pandemic prevention network. The Network is being promoted to business, health, medical, communities and other areas according to short term, medium-term and long-term plans. Today (28th), two initial achievements, namely the Enterprise Pandemic Management Project and the Hsinchu County Pandemic Hotspot Map, are displayed in front of the county government building.
The Pandemic Prevention Technology Network promotion team is convened by County Magistrate Yang Wen-Ke. Former Minister Lin Chia-lung of the Ministry of Transportation and Communications is specially invited to serve as chief consultant, and Chairman Tsai Chang-Hai of China Medical University, Vice Chairman John Hsuan of United Microelectronics Corporation, and Chairman Huang An-Chieh of Accton Technology Corporation are invited to serve as consultants. Members of the promotion team include medical institutions and technology industries in Hsinchu County, medical experts, public health experts, social expert representatives, and the heads of relevant bureaus of the Hsinchu County Government.
County Magistrate Yang Wen-Ke indicated that the Pandemic Prevention Technology Network mainly uses technology to construct a five-stage science and technology pandemic prevention network. The stages are prevention, tracking, isolation, treatment, and preventive care to ensure the detection and monitoring capability of communities and provide ideas for pandemic prevention decisions. As a science and technology city, Hsinchu County is also collaborating with Chunghwa Telecom to promote a preliminary workplace health management system for protecting many technology manufacturers in Hsinchu.
Chunghwa Telecom explained that the Hsinchu County Pandemic Hotspot Map is undergoing a pilot run in Hsinchu County. Based on the pandemic survey data released by the Hsinchu County pandemic prevention and control network, the trails of confirmed cases can be accurately tracked and visually displayed on the map. The map gives pandemic prevention personnel a comprehensive grasp of pandemic hot spots so that they can carry out epidemic investigation, disinfection and care, and serves as a reference for the next step in the pandemic prevention.
Lin Chau-Young, President of the Chunghwa Telecom Data and Telecommunications Laboratories explained that the Enterprise Pandemic Management Project assists enterprises with pandemic prevention by enabling business owners to manage the travel footprints of employees and the results of rapid screening.  Recently, this system was first used in the Maan Recuperation Center in Zhubei City, Hsinchu County to provide a better and safer care environment. It will continue to be promoted to other industries.
According to the Public Health Bureau, based on the pandemic prevention needs of the different fields, the promotion team also plans to continue to implement rapid screening for company employees, at-home oxygen saturation monitoring for at-risk groups, easy version for stay-at-home, independent pandemic prevention management for enterprises, sensor control measures for institutions, compartmentalization and diversion contingencies, and other new technology products or services for pandemic prevention.
