Hsinchu County Signs a Memorandum of Understanding (MOU) with Vietnam’s Đồng Tháp Province in Response to the New Southbound PolicyIn response to the central government’s New Southbound Policy, Hsinchu County Magistrate Chiu Ching-chun signed an MOU with the Deputy Governor of Vietnam’s Đồng Tháp Province in the County Hall on April 16. The MOU is expected to enhance exchanges regarding investment, trade, tourism, education, culture and talent between both regions, and boost economic development.

Đồng Tháp Province is situated on the Mekong Delta in southern Vietnam. It is 145 kilometers away from Ho Chi Minh City, bordered by Cambodia in the north. With the total area of 3,283 square kilometers, it is home to roughly 1.66 million people. At present, its people engage mainly in agriculture. However, they will be moving towards the development of technology and ecology.

Magistrate Chiu said that Hsinchu County would follow the central government’s New Southbound Policy. As soon as the MOU was signed, the official documents would be sent to the Ministry of the Interior immediately. Magistrate Chiu hoped to gain the support from the central government to facilitate further exchanges between Hsinchu County and Đồng Tháp Province. He also shared Hsinchu County’s experience of launching the one-stop service, which is helpful for foreign investors, and hoped Taiwanese business in Vietnam could receive the best assistance as well.

After the MOU was signed, “the New Southbound Policy/Taiwan-Vietnam Talent Cultivation Alliance Forum” was held in the conference room of Hsinchu County Hall. During the forum, the discussion involved future cooperation between industry and school, the improvement of e-learning services, the training of teachers, and the cultivation of high level management talent. Besides, scholarships might be provided for outstanding Taiwanese students (including the children of new immigrants) to encourage them to study or become interns in New Southbound countries. In the meeting, the Vietnam representatives stated that their country has become one of the fastest-growing economies in ASEAN and enjoys zero tariffs under TPP. With the rising labor costs in China, Vietnam is undoubtedly one of the best investment options for Taiwanese business.
