Hsinchu County’s Comprehensive Public Service Portal Officially Launched County Going All Out to be Named ICF Top 1In February this year, Hsinchu County was named in the Intelligent Community Forum (ICF) Top 7 alongside Taiwan’s New Taipei City, Montreal, Winnipeg in Manitoba, and Surrey, British Columbia in Canada, Mülheim an der Ruhr in Germany, and Whanganui in New Zealand. The Top1 intelligent community will be announced in June. County Magistrate Chiu Ching-chun will lead a delegation from Hsinchu County to attend the ICF Annual Summit in Columbus, Ohio from June 13 to 17. To strive for a good result and carry out a “final sprint” with respect to promoting Hsinchu County, Magistrate Chiu held a pre-departure press conference to display the county’s confidence that it will be named the world’s Top 1 intelligent community.

Magistrate Chiu thanked the support of citizens that has allowed the county to realize the 6 Intelligent Community Indicators: broadband, knowledge workforce, innovation, digital equality, sustainability, and advocacy. To actively increase the efficiency of services provided to the public, 1999 hotline, e999APP, official Line, Facebook page "Hsinchu CountyING", and County Magistrate Mailbox, Appointment With County Citizens, Public Facility Repair and Maintenance Network and Cloud eCounter have been integrated into the Comprehensive Public Service portal that will speed up the provision of services and allow citizens to express opinions through more channels; a public opinion convergence platform has also been added to provide reference for improving policy in future, to continually raise the quality and efficiency of public services.

A promotional film for Comprehensive Public Service was shown at the press conference and the Hsinchu County Intelligent Community Achievement Film to be shown at the ICF Summit was also premiered. The film will showcase the county’s intelligent community achievements before 145 intelligent communities from around the world. During this trip, the Hsinchu County group will also visit Ohio’s Governor Mary Taylor as well as Ohio State Senator Frank LaRose, leader of the local overseas Chinese community Zhou Yi, and President of the Columbus City Hakka Association Liao Wen-xing.

The crystal glaze vases, scroll paintings hung in Hakka settlements at festival times, Hakka history 3D animated film, painted sacred pig, characterful bamboo tubes, solar panels, special agricultural produce, Hakka floral cloth bags and other cultural creative  products on display at the press conference will also be taken to the US to be shown at the ICF Summit to market the county’s agricultural produce, Hakka culture and industry to increase  the  charm of the city brand and display  the industrial and economic vitality of Hsinchu County, letting the world see all the county has to offer.

Director of the General Development Department of the county government Chen, Guan-yi said that, for the convenience of the public, the official county website Public Service single portal has been changed to the Comprehensive Public Service single portal. As for Apps, e999APP has been redesigned and linked to the existing 19 Apps; as for "Hsinchu CountyING"’s Facebook page, a dedicated member of staff has been integrated to provide replies, providing a new channel through which citizens can express opinions; the magistrate’s mailbox has been upgraded and cases will be handled through the public opinion convergence platform, allowing citizens to choose the most suitable channel to express their opinion. The county government will also integrate all the sources of public opinion and, in future, use big data analytics to formulate the best county government policies.
